Colin is running his finger over his comb making the awful sound that makes, and Dad is comparing it to pushing a hedgehog through a pipe like a pipe-cleaner! A pipe like a drain-pipe, not a pipe you smoke I assume, seeing as you couldn't fit a hedgehog into one...
